Here h & g = constant in both the cases

Heavier mass = 20 kg

Relatively lighter mass = 10 kg

∵ PE = mgh,

∴ PE′ (heavier mass) = 20gh

And, PE″ (lighter mass) = 10gh

Since, 20gh > 10 gh ⇒ PE′ > PE″.

Therefore, the potential energy of a bucket of water of mass 20 kg on the first floor of the house is MORE than the potential energy of bucket of water of mass 10 kg on the same floor.
