compared as compared to Gujarat in the west. But clock

Yes, it's bcz of the distance BTW arunachal Pradesh and Gujarat. Therefore sun rises 2 hrs earlier than in Gujarat.

THE clock shows the same time even bcz there is a median passing through a state(forgot the state). And that tym was taken as the whole country's tym.
