When the force at rest is exceeded by men then the wheel will move.

Explanation:

a) No, he will not be able to move the wheel barrow because the force on the wheel is greater than the force applied by the man on the barrow.

b) No, the two men together will also not able to move the wheel barrow because they exert same force as wheel barrow and this cancel out the net force keeping the barrow again in rest.

c) Yes, now when three people exert force whose net is greater than the force of wheel barrow, it will move in the direction the force is applied. This happens because the amount of force applied here is greater than the amount of force on wheel barrow.
