Explanation:

Force acting on 2 kg block = f2

Force acting on 4 kg block = f1

Now f2 = umg

             = 0.3 x 2 x 10

             = 6 N ( No movement)

Means f2 is greater than 3N. (f2 > 3N)

Similarly,

f1 = umg

   = 0.4 x 4 x 10

   = 16 N ( No movement)

Means f1 is greater than 14N. (f1 > 14N)

Therefore the net tension in the string is zero.
