let x be the smaller number and y be the greater number
y-x=3______eq1
3y+2x=19_____eq2

now from eq1 we get y=3+x
putting the value of y in eq2
3(3+x)+2x=19
=> 9+3x+2x=19
So, 5x=19-9
=> x=10/5=2

and y=5
