1. Rights are legal, social, or ethical principles of freedom or entitlement; that is, rights are the fundamental normative rules about what is allowed of people or owed to people, according to some legal system, social convention, or ethical theory.

2. For democratic elections, it is necessary that citizens should have the :-

 right to express their opinions, form political parties and take part in political activities.

 Rights protect minorities fromthe oppression of majority. ... So, somerights need to be placed higher than thegovernment so that it cannot violate them.
