1) The poet wants to make people strong at hearts. His desire is that they should be bold enough to face the challenges of life. When we have strong houses, we can protect ourselves from the angry wind.

2)The poet said so because he is sad and alone.

The poet is referring to her beloved and trying to inquire about something that will calm his heart. He is in a gloomy state therefore he is only making assumptions and trying to find out the reason behind the refusal of his love.
