Cache memory is the temporary memory which is made by applications...
Without user knowledge...
Restart is the option used to refresh the whole computer if there is any problem...
Turn off is used to switch off the computer when not in use...
Restart needs more electric power than turn off....
Restart is used when the physical memory is dump or RAM DUMP...
