(1)  Social rule system theory is an attempt to formally approach different kinds of social rule systems in a unified manner. Social rules systems include institutions such as norms, laws, regulations, taboos, customs, and a variety of related concepts and are important in the social sciences and humanities.

(2) Because it has to remain impartial and outside the control of government. When the judiciary is close to politics, they tend to be partial in their judgements. They must be independent and free from all forms of political activities as that is the only way they can function effectively and efficiently.
