a. The very idea of power sharing is to give representation to diverse interest of the society and maintain peace and stability in the society. It is in the sprit of democracy to share power. It implies distribution and devolution of power among the various organs of the government, among the different levels, among the social groups so as to enure their participation, and prevent arbitrary exercise of power. Power is shared among political parties, groups. Various dimensions of power sharing prevent concentration of power.

b. A federation or federalism is a form of government where powers are divided between the center and its constituent units. In a federation there are two levels of government one at the center, representing the interests of the country as a whole and the other at the state or regional level representing regional interests. The powers in a federation or a federal state are clearly demarcated by the written constitution.Both these levels enjoy powers independent of each other. The jurisdiction of both levels is clearly defined.
