See there are categories of parts mainly the ones which need lubricant such as grease and oil and other which are non movable like frame.
Give proper lubrications to chain , the pedal clips , the bearings of wheel and the handle bar which turns etc parts need to be oil or greased time to time.
Now to prevent rust on frame you can get it spray painted (use the proper color which sticks to the frame effectively).
Note - remove all other parts or cover them properly so that paint do not ruin the parts.
-be very careful while oiling. Do not let the oil touch the parts which help in like callipers and the rim or disc.
-If oil touches by chance then clean it properly as even a low quantity of oil may ruin your brakes.

Step 1: Stand the bike. Place the bike on the stand.
Step 2: Apply WD-40 Smart Straw Multi-Use. Spray the rust-proofing lubricant directly onto your bike – make sure you do not spray the product on the tyres or any braking surfaces.
Step 3: Leave to dry. Leave the product to dry for ten minutes.
