 \frac{x  + 4}{y}  =  \frac{x}{y}  +  \frac{2}{ 3 }  \\   = \frac{x}{y}  +  \frac{4}{y}  =  \frac{x}{y}  +  \frac{2}{3}  \\  =   \frac{4}{y }  =  \frac{2}{3}  \\  = y =  \frac{12}{2}   \\  y = 6

Hence, y = 6 is your answer
