Democracy is the name of freedom for people to speak, write and ask. So democracy will be a success when people have these rights. Complaints are a voice of people about government institutions and rulers so when complaints are made it means people are free and they believe that their elected leaders will answer it. While in dictatorship no such freedom is given and no one can complain against government.
