3. Democracy is a rule 'of the people' by the people' and 'for
the people'. The representatives of the people carry on the work of
administration. Some conditions are required for the implementation of the
ideals, principles and norms of democracy. They are:
(i) . For an ideal democracy both the rulers and the ruled
should be responsible.
(ii) The rulers should take up policies for the welfare of the
people since they have been chosen by the people. The rulers should not misuse
their powers or the public money.
(iii) . The people who are ruled have to make the right choice of
representatives. For this they have to be aware of the policies of the
