We know that every state of matter has intermolecular force of attraction. Due to the attraction between the molecules of the stream of water we are unable to cut the stream of water using fingers.

Matter is something which occupies space and posess mass.
Matter is made up of small invisible particles.
PARTILES of matter contains inter MOLECULAR space and
Inter MOLECULAR force of attraction.
Now in this case, water is a fluid form of matter which posses inter MOLECULAR force of attraction. Even though momentarily we can cut the flow of water by placing our hand or finger in between water steam but permanently we cannot cut the water stream as liquid particles are binded with inter MOLECULAR force of attraction.
