Ans1- Our nation has rich diversity in terms of language, relegion, and customs. Hence it is difficult for a single government to take care of the administration of a country which is vast in geographical area and had cultural diversity. Our constitution provides two government, one at state level and other at the centre. This two-tier system is called the federal system.
