human resource is the best considered resource  because  humans can make the best use of resources if they have the knowledge ...knowledge means education and technology ..human beings are not only the consumer of national assets  ..hey can alo be the creators of national assets and also human resuorces are superior to other resources because they make  use of other resources like land and capital
and coming to large population
it can be turned into a god productive asset by providing proper education
and also the other facilities that can improve the peoples living skills
they should be provided with good medical facilities
