2. If all the schools and private services will be opened then Covid cases will not rise ?

India is in the middle of a social and economic crisis due to covid-19 and the only way to come victorious requires an effort from every citizen of this country as well as the central and state governments. The current lack of coordination between central and state government and subsequently with the local authorities is making it difficult for the last mile connectors to deliver essential supplies. Improper implementation of the current directives of the central government is leading to formation of gaps between the supply chain which is ultimately affecting the consumers for the benefit of whom these directives have been issued. In this time of need, central government and state governments have to act responsibly and work with the local authorities to ensure that the essential supplies reach their end customer.

2. With the arrival of summer break, school systems across the country have mostly signed off of their remote teaching, and school leaders’ focus now shifts to reopening schools for live instruction in the next academic year. On May 21, the Brown Center on Education Policy at Brookings hosted a webinar that addressed how schools in the United States should approach questions around reopening in the midst of the ongoing COVID-19 pandemic. Brown Center Director Michael Hansen led the discussion among three panelists: Heather Hough (executive director of Policy Analysis for California Education, PACE), Daniel Domenech (executive director of The School Superintendents Association, AASA), and Emiliana Vegas (co-director of Brookings’s Center for Universal Education). 3. The genesis of this suo motu writ petition is in an order dated 22 April

2021. This Court took note of the unprecedented humanitarian crisis in the

country, following the outbreak of the COVID-19 pandemic. Notices were issued

to the Union of India1

, the Governments of the States and Union Territories2

, and

to several petitioners who were before the High Courts. The Court observed:

“the Union Government, the State Governments/Union

Territories and the parties, who appeared to have approached

the High Courts to show cause why uniform orders be not

passed by this Court in relation to

a) Supply of oxygen;

b) Supply of essential drugs;

c) Method and manner of vaccination; and

d) Declaration of lockdown”

The Court directed the Central Government to :

“1. Report on the existence or otherwise and requirement of

setting up of a coordinating body that would consider

allocation of the above resources in a consultative manner

(with the involvement of concerned States and Union

Territories).

2. Consider declaration of essential medicines and medical

equipment including the above articles as essential

commodities in relation to COVID.

3. In respect of coordination of logistical support for inter-State

and intra-State transportation and distribution of the above resources
