Answer:

It seems to be polynomial because all the powers of x are whole numbers. but you see that if x belongs to [0,1] then only this is possible. Polynomial is satisfied by all the real numbers not a subset. therefore expression in the question is not the polynomial.

we know that power of variable in polynomial should be non negative or whole number .Here power of x is -1 which is negative integer so it is not a polynomial.
