10.1. (a) While diluting an acid, why is it recommended
that the acid should be added to water and
not water to the acid ?
(b) Dry hydrogen chloride gas does not change
the colour of dry litmus paper. Why?​

Answer:

A) when water is added on acid it reacts vigourly with the acid and may split out of the container and damage the skin so it is recommended to add acid to water to make the acid aqueous.

B) Dry HCl dont react with any compound, as in solid form H+ ions doesn't produced. So, the acid is diluted for producing H+ ions which make the HCl react and change the colour of Litmus paper to red.
