The trousers produced by the garment factory every year = 33000 trousers      (given)

Now,

According to the question,

trousers for men = 12309          (given)

trousers for women = 9538       (given)

To be found :-

Trousers for the children.

So,

Total number of trousers that factory produce = (trousers for men + trousers for women + trousers for children)

=> 33000 = 12309 + 9538  + trousers for children

=> 33000 - (12309 + 9538) =  trousers for children

=> 33000 - 21847 = trousers for children

=> 11153 = trousers for children

Hence,  

The number of trousers that the garment factory produce every year is 11153 number of trousers.
