A cursor is a marker to show the current working or editing point, eg. in a piece of text on screen.

The mouse pointer indicates where a mouse click will have effect.

The two are usually totally separate and can be in different parts of the screen. Or, a text-only interface has a cursor but no mouse pointer.

The exception may be in such as a CAD program or game, where the mouse controls a graphical cursor such as a crosshair.

Originally, a cursor is a blinking vertical bar used to indicate a position in a text where the user is inserting characters. This is the case in word processors for example. With the first graphical user interfaces, the mouse was created and its pointer on screen.
