Answer:highest number of electrons in first shell = 2.

Twice of 2 is 4.

And highest number of electrons insecond shell is 8.{ By octate rule and electronic configuration.(2,8,18,32)}.

Therefore configuration is

2,8,4.

2+8+4= 14.

Therefore atomic number is 14.(silicon).
