If two stainless steel bowls are stuck you can separate them in two ways:
1. Place the lower bowl in hot water and fill the upper one with ice cubes. Wait for a few minutes. The top bowl will contract slightly and the lower bowl will enlarge a bit due to the difference in temperature. This will loosen the bowls and you can separate them easily.
2. You can soak a paper towel with a little oil and wipe the point of contact between the two bowls. This will help you to slide the two bowls apart.

The easiest way to separate two stainless steel bowls stuck together is to place them in a large vessel of boiling water. Immerse the bowls such that the bottommost bowl is completely inside the hot water. At the same time, fill the top bowl with ice cubes. Allow the bowls to be in this position for some time.
The heat in the bottom bowl causes it to expand slightly whereas the cold from the top bowl makes it contract marginally. As a result, a little gap is formed at the meeting point of the two stainless steel bowls. This gap makes it easy for you to pull the two bowls apart.
