Here,

1 - all the 'Vowels' are replaced by next consicutive 'Vowel'

  e.g.    A -> E , E -> I, ... etc

2 - 1st 'Non-Vowel' letter is replaced by immidiate previous 'Non-vowel' letter

  e.g.   C -> B,  L -> K

3 - neglecting the vowels for the words, the alternate 'Non-vowel words are replaced by,

 1st by previous non-vowel letter,

 2nd by next non-vowel letter... and so on.
