suppose r is thr radius of the wire, now if the area decreases by 4% it means

we have,

4\pi r_{1} ^{2}=0.96 ×4\pi r^{2}

r_{1}=\sqrt{0.96} r=0.98r

so decrease in radius is 2% hence the increase in length will be

                             =\frac{2}{0.5}

                            =4%
