second if all the people participate in the political decisions or elections than that country can be called democratic as the decisions are made by all the people

third if elections are held regularly then the people are able to select the form of government which is think to be the best

forth if the power is separated in legislative ,judiciary and executive the work will be done very nicely and hence it can be called a democratic form of government.
