From the sounds of it, it’s a letter from someone (possibly a lower level police officer) to the Police commissioner stating that an LTC was issued to a person and the letter indicates why the LTC was issued.
So what is the question here? I mean, I can certainly appreciate the offensiveness of having to give a reason to exercise the fundamental civil right of owning and carrying arms and the implication that the government who has instituted such statues is therefore of questionable legitimacy. In this case the easiest course of action is the policy of “my compliance with such statues does not indicate my consent”. The hardest would be how the folks of the once great state of MA dealt with it at Lexington and Concord in 1775.
