This is a tricky question and I would like to answer in different point of views,

As a Maths Lover:

Yes, you can equally split by fractions 19/3, 19/3, 19/3 and

No, when you need it by decimals.

As an Accountant:

Yes, Fortunately by converting 19 INR to Srilankan rupees today, you get a multiple of three.

Today, by converting 19 Indian rupees will fetch you 45 srilankan rupees. With this you can equally distribute 45 srilankan rupees among all the three equally as 15, 15, 15

As an Aspiring Entrepreneur:

I will take up this distribution of cash property of INR 19 for a nominal service charge of 16.65%(inclusive of tax) on net earnings (after payment) that is 1/7th of the cash received from all of beneficiaries. All the distribution expenses will be taken care of my firm.

Firstly by introducing 2 more rupees into this common account gives me a multiple of 3 ie., INR 21 which I will distribute to the beneficiaries by giving each of them Rs. 7.

And per agreement, my service charge would be Rs.1 from each of the beneficiary (1/7 of 7 = 1). So even after transferring my service charge, they would still remain equal.

As a fan of TBBT:

I will distribute Rs.6 to all three. And I will be left out with a one rupee coin,

Since, the coin is a circle in shape. I would cut it into 3 equal parts. The current Indian one rupee is 12.5 mm in radius. Leaving me with π×square of radius of the coin/3 to all of them. This leaves everyone with Rs.6 and .016cm squared of ferritic stainless steel which has equal intrinsic value.
