Draw 2 parallel lines AB, PQ- lower one (AB) longer than the top line. From the ends of lower line AB draw arcs of 8 cms each and let them cut PQ at C and D. Join A&C, B&D. This is isosceles trapezium.

As you vary distance between AB & PQ and continue above construction. you will get different isosceles trapeziums. So there is no unique answer.

For constructing a quadrilateral (trapezium is also a quadrilateral) you need 4 data items. We have here only 3 - (1) it is trapezium (2) it is isosceles and (3) one non-parallel side is 8 cms, We are short of 1 data point. So the trapezium is not determinate.
