The assertion in the given question is

Average income is a better measure of index of development as compared to total income.

Average income will be a better indicator of economic development.

It will be over the total income.

More income means all the human beings have more need.

The reason in the given question is  It is because countries have different populations.

Here,The statement gives a meaning on its own as it states countries have different populations.

The statements assertion and reason are true on their own but they are not related to each other.

Hence,the option b is correct.

Both A and R are true but R is not the correct explanation of A.
