• Flourine (F) atomic number is 9 and its electronic configuration is

[He] 2s ^2 ,2p ^5

• Neon (Ne) atomic number is 10 and its electronic configuration is

[He] 2s ^2 , 2p ^6

•The difference between the two :-

Fluoride ion is negatively charged ion with 9 protons and 10 electrons whereas Neon atom is electrically neutral with 10 protons and 10 electrons.

As fluoride ion has a negative charge on it, where as neon atom is neutral. Fluoride ion can still react and lose that electron, where as a noble gas will not react.
