Answer:

 \frac{ {12}^{ - 1} \times {10}^{3} \times {3}^{ - 3} }{ {2}^{ - 3} \times 25 \times {9}^{ - 2} } = \frac{ {2}^{3} \times {9}^{2} \times {10}^{3} }{12 \times {3}^{3} \times 25 } \\ = \frac{ {2}^{3} \times { ({3}^{2}) }^{2} \times {(2 \times 5)}^{3} }{4 \times 3\times {3}^{3} \times {5}^{2} } \\ = \frac{ {2}^{3} \times { 3 }^{4} \times {2}^{3} \times {5}^{3} }{ {2}^{2} \times {3}^{4} \times {5}^{2} } \\ = \frac{ {2}^{6} \times {3}^{4} \times {5}^{3} }{ {2}^{2} \times {3}^{4} \times {5}^{2} } \\ = {(2)}^{6 - 2} \times {(3)}^{4 - 4} \times {(5)}^{3 - 2} \\ = {2}^{4} \times {3}^{0} \times {5}^{1} \\ = 16 \times 1 \times 5 \\ = 80
