We know that

12^{2}  = 144

So we can say that

 \sqrt{12}  {}^{3m - 2}  = 12 {}^{2}

  \sqrt{x}  = x {}^{ \frac{1}{2} }

So

 \sqrt{12}  {}^{3m - 2}  = 12 {}^{ \frac{1}{2}(3m - 2) }

12 {}^{ \frac{3m}{2} - 1 }  = 12 {}^{2}

Bases are equal

So exponents must be equal

 \frac{3m}{2}  - 1 = 2

 \frac{3m}{2}  = 2 + 1 = 3

 \frac{m}{2}  = 1

m = 2
