The reason is that as higher and higher you go the air becomes thinner(Quantity of air decreases) due to the atmospheric pressure and weight of air.

Since the amount of air is less on high altitude so oxygen concentration is low.

But yes to maintain the oxygen concentration in the blood the number of red blood cells increases.

So in a person living at high altitude the no. of RBCs are more that the person living at low altitude
