Consider rectangle A with sides of 100 cm x 10 cm. Its area = 1000 sq cm.

Next take rectangle B with sides of 120 cm x 8 cm. Its area = 960 sq cm.

Rectangle B is 40 sq cm less than rectangle A.

Decrease in area of B over A = 40*100/1000 = 4%.

Conclusion: If the length of a rectangle is increased by 20% and the breadth decreased by 20%, the area of the rectangle reduces by 4%.
