if lines are parallel then their slope must be equal . slope of 2x+y+3 is -2

so slope of 4x+ky+6 must be -2

we get -4/k=-2

k=2

now second part if quadratic equation has equal roots then discriminant must be 0

4-4k=0

4=4k

k=1
