Divide the 128 by 2 and simple write out all the remainders from bottom to top

So,

 =  >  \bf \: ( 128)_{10} = (10000000) _{2}
Now,

 =  > \bf (0.32) _{10} = (0101) _{2}

So,

 =  >  \bf \: (128.32)_{10} = (10000000.0101) _{2}
