So, first we should find the percent of amount spent by subtracting 65 from 100, because percentage means out of 100. And then we can find the amount he had at beginning by taking a variable and then find the value of that by doing the transportation method. Let's do it!

Amount he had at beginning :-

{\tt \leadsto \dfrac{\cancel{1400} \times 100}{\cancel{35}} = \dfrac{40 \times 100}{1}}
