well, question seems to be incorrect, I mean when we add these numbers it's 131 and clearly there is no perfect square root of it. perhaps they have mistakenly replaced 18 with 28. as only in that case, it will be a perfect square. please check the question again, if answer is 11 then definitely it's a mistake.
