Ortho nitro-phenol has intramolecular hydrogen bonding , para nitro-phenol has intermolecular hydrogen bonding hence para nitro-phenol has more intermolecular force of attraction . They have the same molecular weight so the compound having less intermolecular force of attraction is more volatile i.e. orthonitrophenol
