1309 rounded to the nearest 1000 is ..plz explain

To the nearest thousand of 1309 is 1000 because In this there is a number that has thousand place You can rounded to the hundred that is 1300 . If the number is bigger than 5 on tens the step is go and if not so the step is back there is 3 in it so that why the answer is 1000.
