Therefore the transitional kinetic energy of the pipe is 1/2 m v^2

where m is the mass of the pipe and v is velocity

 therefore the ratio between them,  1/2 m v^2/ 1/2  m r^2 x (v/ r)^2

                                                           = 1

therefore the ratio is 1:1
