T = 2π √L/g
Here, L is the length of the pendulum and g is the acceleration due to gravity.
So the period of oscillation is independent of mass but depends on length. Thus length and time period is the fundamental property of a pendulum. Therefore, length and time be based on properties of a pendulum but the mass does not.
