We know that

17= 8+9

8=2^3+3^2.......(2)

Comparing (1) and (2)

we get,

x+y=5.... (3)

Adding more to it

2^x+2-3^y+1=5

5=9-4

9=3^2

4=2^2

Comparing both again

we get,

x-y=-1.... (4)

Solving (3) and (4)

we get,

x=4

y=3
