let total no of votes =x

no of votes for winning candidate=46%

no of voters not participated=14%

no of votes for losing candidate=100-46-14= 40%

won by= 810votes

46-40=6%=810

6% of x = 810

6/100* x =810

x=100*810/6

=13500 votes
