Let the two numbers be x and y. If x is the number in the 10th digit and y is the unit digit, then

x = 3y

and 10x+y+y = 32

10x + 2y = 32

and x = 3y. Substituting the value of x in 10x+2y = 32, we get

10 * 3y +2y = 32

or 32y = 32 or y = 1

and x = 3.

Thus, the number is 31.
