first of all the name of the new capital is devagiri (daulatabad),and he transfed his captain from delhi to devagiri.

Explanation:

the plan fail because the distance between the delhi and devagiri is 1500km , at that time it is very hard to travel this much distance and the king announced in public that everyone person of his kingdom have to shift to new capital and it took in summer time so most of the people were died in way and on other hand Mongols attack on empty delhi

within a few week king realised his mistake and take his decision reverse.

that's why Mohammad bin Tughlaq is called half mind .
