Given:

A flag is attached tour card moving towards not with the velocity of 20 km/hr. Strong winds are blowing towards east with a velocity of 20 km/hr.

To find:

The direction in which the flag will point.

Calculation:

Let Velocity of car be v_(c) and Velocity of wind be _(w).

So, the net direction of the flag will be such that it points opposite to the velocity of the car and towards the the velocity of the wind.

Hence , the flag will point in the South-East direction.

Let the flag make an angle of \theta with velocity vector of wind.

 \therefore \:  \tan( \theta)  =  \dfrac{v_{c}}{v_{w}}

 =  > \:  \tan( \theta)  =  \dfrac{20}{20}

 =  > \:  \tan( \theta)  =  1

 \boxed{ =  >  \:  \theta = 45 \degree}

So, precise direction of flag is 45° South of East.
