Solution:

all students = 100 %

NO  = 53  %

YES = 20 %

Could not decide = 100 % - 53 % - 20 %  = 27 %

student did not say "no"  = 100 % - Said YES

= 100 % - 53 %

= 47 %

or   student did not say "no"   = Students said YES + Students said Could not decide

= 20 + 27

= 47 %

47 % = 0.47
